^^^ that, the wheels do a better job of holding them on. There should still be a female thread, if the hubs were unmolested, so they may still screw out.

 

They should be countersunk, so a good choice of drill bit size could release the drums and leave enough of a stub to unscrew with vice grips.

I got both drums off this afternoon.  I followed the suggestion to drill out the top of the screw, pull off the drums and extract the remains of the keeper screws with vice grips.  My Easy Out idea, buy the way, was a flop - I couldn't get the screws to budge.
