I have shot blasted and etch primed my back plates. I have loads of gloss black spray paint. Would it be ok to spray them with this or would it be advised against.

Just spray them, wont be an issue.

I have done in the past just didn't no what the lond term effect would be as I'm planning on keeping this one.

Long term effect will be they last longer and easier to clean.

Id try to keep the shoe frictio points paint free as this will stop the paint peeling which can then get stuck between the brake friction material and drum causing poor brakes

Mine are well rusty.

Could I ask how much it cost you to shot blast them?.

Get them powder coated, that's what i will be doing with mine plus a load of other parts. Contrary to what you may hear they don't easily chip.
