If it were mine I would first of all check dashpot oil for quantity and thickness and check that the dashpot can be raised with one finger and that it moves smoothly up & drops in about one second after you let go of it. Remove the air cleaner before starting to do all this. Use 3-in-1 oil or equivalent in dashpot.
Then I would adjust the tickover to 800 rpm.
After that I would loosen the distributor and wind on just a little bit more advance.
Then see if this has improved the throttle response.
If it did, I would re-set the timing to the recommended static figure (that's assuming you don't have dwell-meter).
Check the points setting at 0.015" and ensure the points themselves are clean & flat (assuming you have a points-type dizzy).
Once that is done, re-set the tickover and check the mixture.
Whilst doing these settings it is a good idea to fit new plugs, re-set the valve clearances to 0.012" cold.
Let us know if that cures it.
