1966 Mini Rear Brake Imbalance

Ok so my girlfriends 1966 austin mini has failed its mot on rear brake imbalance (n/s low performance) both footbrake and handbrake,thinking it would be either adjustment or wheel cylinder got the drum off for a look to find everything is like new,both rear cylinders where changed 3 years ago and have been fine since,not seized or leaking,so i adjusted it up again,the wheels can be turned a bit when i have the rear jacked up and she is standing on the footbrake but can be locked up driving on dirt track,took it back and still failed,the tester burst the brake light switch trying to get it good enough by pressing on the pedal with both feet :angry: ,so i have replaced that,changed the flexi hose on the n/s and the shoes and bled it up,brakes are now really good on the road and handbrake is good too but i can still turn the  rear wheels reasonably easy with it jacked up and her pressing the pedal,checked everything else but only thing i can think of is the pressure regulater on the rear subframe but i cant see how it can affect one wheel  and not the other one,run out of ideas now,and suggestions gratefully recieved,maybe find another mot station!!!!

I would suggest also taking the drum off the good side to compare the fitment of the shoes.

As above. If one side is like new and the other side is heavily used i would be tempted to replace both sides to start a new and work back from there.
