They became standard in 1986, I believe. Though I've seen them on earlier shells in the past. May vary with spec, but they may have been added or possibly I was looking at reshelled cars.

Hmmm, a bit of research reveals that the shells had the mounts from some time in 1984 on, but belts weren't fitted to them as standard until 1986.

its just that i got a 85 mini with no mounts in the c pillar but my old 82 hl did

Weren't the first rear seat belts just lap belts, rather than the over the shoulder type?

Yes....lower mounts only were fitted on earlier Mini's for rear lap belts.

"In order to fit rear seat belts to Minis not already so equipped, mounting points will have to be fitted. My 92 cooper SPi has over the shoulder type belts in the back, but they are not inertia type - you need to adjust the length so suit the passenger. I had never seen them before.
