Does upgrading brakes to Metro / 4 pots / KAD (bling) etc make them better at stopping a Mini?

I can stamp on the pedal and easily lock the wheels on a dry road, so the stock discs and callipers are capable of stopping the wheels going round. Tyres are obviously a factor in stopping distance, but will can brake upgrades make a significant difference to bringing a Mini to a stop.

On the road I would say no not really vented discs are much better for brake fade and heat. As you say the limiting factor is the tiny bit of rubber that's touching the Tarmac.

Agree. Ultimately even drums will lock your wheels up quite easily (with the the possible exception of very early single leading front drums), the benefits of discs/vented discs come with resistance to fade so you need to consider what you are using the car for. I don't know what engine you are using but would suggest solid discs with decent pads would be up to the job for the majority of minis that are only used in the road.
