Internal failure of the instrument, both parts are driven by the same cable.

As Dan said, it's an internal failure.  The cable drives a worm and pinion gear which in turn actuate a pawl that advances the odometer wheels.  If the speedometer itself is working then you know the worm gear is turning.  The problem may be a failed pinion gear, worn pawl, or damaged pawl spring (when/where fitted).  If you are not comfortable opening the speedometer up to work on it, this is a repair for professionals.

I am probably a few thousand too many miles away to recommend a repair business.  I'm sure others will post suggestions for places like Speedy Cables.

The Mini was in production for several decades.  Mine is a '64 with the center binnacle so I can only offer suggestions on how to remove it, not the later gauges positioned in front of the driver.
