Ive got a 1993 Italian Job Mini the vin plate is in place but were else would the vin number be located for this year? thanks

In the gutter of the scuttle panel at the back of the bonnet. Ahead of the (RHD) driver's position.

is it stamped in? as i think the scuttle may have been replaced at some point

Yes, so if the scuttle has been replaced then it's probably gone. Nobody understands the DVLA system for re-stamping VINs into replaced panels, including the DVLA themselves, so it rarely gets done.
