Does not really matter, there is no exact spot as there are no points or electronics in the dizzy itself to be affected by the angle of the dizzy, the only thing which matters is the end of the rotor is in contact with the terminals on the dizzy cap, when the ECU signals the coil to fire.
So if you want to check with a multimeter, check for continuity with the engine set to TDC or just BTDC between the middle of the dizzy cap and terminal for No1 sparkie..
You can use a timing light on the timing marks, however, rotating the dizzy will have no effect until you move rotate it so far that the circuit through the rotor arm is no longer in contact with the plug lead terminal, at which point you loose the spark and the engine dies.
