Most likely yes, but it could be something legit like they are having a clear out of mini bits and the bidder has gone for a few.

Check ended auctions n see if that person as bid on other items. If they won an item n it was relisted then its defo shill bidding

And always worth reporting to ebay as if they are dodgy then a message from ebay may be enough to put the wind up. I bet the level of shill bidding on eBay is horrendous.
