What is the best rust remover after removing most with Poly Abrasive Discs and Wire Brushes? I want to make sure the metal is clean as can be so I can fill and prime it so rust won't come back!

The best rust remover is a grinder with a cutting disk followed by new metal and a welder.
Sorry couldn't resist but if you really don't want it coming back it's really the only way

Best to cut it out really, but otherwise Bilt Hamber Deox Gel is pretty good. I have used it on bits like seams where you can't get in with a grinder or wire brush. It will remove pitted rust if you give it a couple of applications. Electrox also by BH is a 90% zinc primer that is very good over bare metal, but expensive so I use it sparingly.

Just to say the rust was only surface rust, most of it is gone but I want to use something just to get the small bits I may have missed

This my rusty wheel arch before and after Deox gel. Still needed a bit of work, but it did get rid of the pitted rust. I have also used BH Hydrate 80 over unseen panels once I have got rid of the surface rust + it's a rust killer and is good for pushing into seams with a brush.

How did you get rid of the pitted rust? More gel?

Yes. You apply the gel to about 3 mm thick, cover with clingfilm to stop it evaporating, then wipe off after a day or so - though try not to let it dry out. It can take a couple of applications depending on how bad the rust is. If you Google it there are some remarkable pics of how well Deox gel and Deox C can work.

Thumbs up for Bolt Hamber Deox Products. I have used the Gel successfully. I have also used Citric Acid powder in water also successfully.
Did some Electrolytic rust removal but it's not as effective.
The last two are only useful for parts that can be removed. Have a look at my project thread, just put up some pics using the Deox Gel.

I've just used Bilt Hamber Deox C to de-rust all the nuts, bolts and smaller parts ready for my re-build.

Very good stuff.  I bought some of the gel too, but haven't used it yet.
