Can someone here tell me the biggest cc that can be achieved by boring out a 998 block?

You can take most of them out by 0.100" and some will even go to 0.120" oversize. I can't recall off the top of my head what the CC's would be.

At +0.080" oversize (a popular overbore) the capacity increases to 1060 cc. At that size there is no risk of going through the cylinder wall or of the walls getting very thin.
