Before I rebuild my Subframe is it ok to use Copper Grease on the Brake Pipe Union bolts and nuts ?

Can't see any reason why not, just try not to get any inside pipes. Don't forget a smudge where the nut contacts the flare, to stop nut twisting pipe.

I actually have a bottle of Lockheed brake assembling fluid, obviously its for the piston / rubbers but on the bottle it says for assembling ALL brake components, so maybe its OK for threads? I actually used Loktite liquid Teflon when I put mine together.
