Running weak - air leak ? start it and spray wd40 around the inlet and carb gaskets see if it revs up

An air leak is what I thought but I took the inlet and exhaust manifold of cleaned up the faces and added gasket goo to get the best I could, and when it starts because it's on full choke it revs up any way if I put the choke back in it dies. Iv just tried increasing the fuel mixture and still no luck.

You said that you have just fitted a new HS4 and that you have fitted a new head gasket.  Did you adjust the valves after fitting the new head gasket?  Did you double check the torque on the head studs?  Did you make sure the gaskets are properly in place for the carb to manifold as well as the manifold to head that you already looked at?  Did you make the basic carb adjustments to get the engine to start or did you simply bolt the carb on right out of the box?

Yea I re-adjusted and checked the valves and double checked torques on all bolts. I made sure the gaskets fitted properly and added some gasket goo, as far as the new carb bolted it on adjusted the fuel mixture to what the booklet suggested but that was it other than adding dash pot oil.

Check that the carb piston can rise and fall freely.  If you have a brake servo, check its hose carefully for splits that might let air leak into the intake manifold.  And... since the head gasket is new, run a compression check on the engine to make sure the new gasket is doing its job.
