I have a 1994 Mini Cooper 1.3i and have noticed a patch of oil/ fluid in the driver side footwell. Could this be the master cylinder? If it is, is it easy to repair/replace?

If it's oil it could be leaking from an oil pressure gauge if fitted.
If not, it could be brake/clutch fluid or even coolant from your heater matrix.

Have a look in the engine bay to see if there is a leak or fluid nearby to the firewall where the brake rods go through.

As above, look for fluid drip paths under the dash.  If you still cannot tell... stick your finger in the fluid and rub it between your fingers.

Oil should feel as you expect... oily.

Brake/clutch fluid should also feel oily but "thinner" and less lubricating.

Anti-freeze should also be a little oily but not nearly so much.  It is much thinner and has a slippery texture more like a very thin syrup or soft drink.

Still cannot tell which it is... taste it.  No, not a spoonful... just the tiniest bit on the tip of your fingers.

Anti-freeze is very sweet.

Brake fluid is decidedly bitter.

Motor oil... is oily.

And don't swallow.  Spit whatever it is out of your mouth.
