Big a** impact wrench.

Type petrol impact wrench into google and check images, looks to be used on railway tracks more than anything.

Could be an auger for digging fence post holes but without the auger bit attached.

It's a bance, as stated above by Jack94, it's a railway tool. Used for bolting chairs down to sleepers.
