I send a lot of large parcels and, surprisingly, Royal Mail are often the cheapest. Most couriers have a fairly small "maximum size"

I've sent sets of wheels by 'Parcel Hero'. They are excellent and their service is prompt.

Paisleyfreight specialize in car parts. I've never used them myself but plenty of people have with good feedback.

It depends on the size of wheels and whether bare rims or not but a featured service is 4 x 17" rims and tyres = £30.75 inc VAT
