If you're replacing it, use a cold chisel and while holding the shaft in a vice one sharp smack just below the shoulder where the cage site.
Make sure there's nothing breakable in the direction of travel.

Forgive me here, I'm not sure I understand your question.
In regards to the balls, I lever them out with a small screw drive before trying to remove the Inner (or Spider as it's sometimes called), that was I don't loose my balls! I can't recall the size of the ball, but they are a standard size that you can buy at a bearing shop if you are looking for a replacement.
The Spider can be removed from the shaft, I do them by holding the shaft in one hand and using a soft faced hammer to give the Spider a knock / tap and it will come off, some times though they do need a good belt.

Why do you need to replace the balls? They are designed to fall out, I lever them out with a screwdriver as mentioned above.
If you do remove the end, make sure you put the ball cage on before you tap the end back on (unlike me)

If the C clip is OK, leave it.
<Edit: I wouldn't replace them as a matter of 'routine' only when they are distorted or have 'knotched' which you can see on the outer edge of the Clip.

As Guess-works states, You should be able to drift the cage off. I tend to replace the small retaining ring, However if its undamaged it should still be serviceable.

Just give it a good clean and put it all back the right way around. Regrease boots on job done.
