when my handbrake is on, i can jack the car up at the rear and the rear wheels will turn, does this mean the handbrake cable needs tightening or brakes adjusted?

No!

Adjust the drums. If they are adjusted correctly and the travel is still excessive then adjust the cable.

Once the hand brake has been adjusted and has been for a while, excessive travel of the lever is usualy adjustment of the drums.

If you have messed about with the hand brake, disconnected it or the like then you will have to adjust it, but make sure the drums are adjusted correctly first.

Oh and if the wheel still turns, then either you are not pulling it on enough, or there is a problem with the brakes themselfs.

yes

Do you not have a Haynes manual. That would be one of the first things you should consider buying next.

If the footbrake works, chances are the handbrake cable quadrants or expanders are seized up.

Adjust the brakes and then set the cable to the correct length for the car LAST!

And adjust the rear brakes using a proper brake spanner (get them from Halfrauds, or similar). DO NOT use a normal spanner, you'll fubar the square adjusting bits on the back of the brakes.

what happens if i shear the square nut off?
my handbrake didnt work at all, i took the drums off and cleaned them then adjusted it at the handbrake lever as i was scared of shearing the nut.
now it still isnt good enough so im gonna have to adjust it at the other end (the shoes are still good), just want to know if the cars still safe after i shear the square nut
cheers ;D

Yea, seriously, you need the proper adjusting spanner, a couple of quid from MiniSpares. I very much doubt it will shear off, its a pretty hefty chunk of metal, if its that solid it will strip the thead or round the head off first. If it is that solid you could try a bit of localised heat (NOT WD40 or similar as it will contaminate the brake), but be careful with using heat around brake fluid!!
