Here's the situation.

I have new tyres on some steelies (which are on the car)

I want to get them off them and onto some new wheels, and then put them on the car.

 

What place can do this for me at a reasonable cost?

In the past kwik fit just told me no... unless I bought tyres from them!

 

Any ideas?

I can't advise anywhere specific in your area, but I believe that ATS will fit/remove tyres that the customer supplies, as opposed to their own. Personally I'd steer clear of the national tyre & exhaust chains though and try a local independent garage or tyre fitter instead. The chain tyre & exhaust places tend to have a set pricing structure to adhere to when it comes to that kind of thing, whereas a local independent place is more likely to do you a deal to earn an extra bit of cash when they're quiet. I usually get the guy who runs my local independent tyre place to do mine for a few extra quid in his lunch hour. He used to do it in exchange for a packet of ciggies that I'd go and get for him whilst he was changing the tyres, but it's got a bit more expensive since he gave up smoking & now wants hard cash instead!

Try a local independent. I got mine removed and refitted for £7.50 each including balance

Never had any problems getting stuff like that done by various local tyre dealers, including STS Tyre Pros in Hemel Hempstead, who are part of a national chain.  Other branches may vary, especially if they are busy. As has been said, probably not Kwikfit...

STS are now owned by kwik-fit.

Look on mytyres at their list of local tyre fitters. Most are independents.

I didnt get charged the last time i did this.. but then again i always go there and have sent plenty of people there too :)

Most private garages will probably do it for you I would think... As long as the tires you have are legal... I know we use a hi-q garage near us as my dad is in a good business relationship with them m, meaning odd jobs like this won't cost anything...
