Brakes On A 1989 Mini City

Can anybody steer me into the right direction please. When I apply my my foot brake on my 1989 mini city the brake peddle doesn't return on it own without my assistance. I have to hook my foot under the peddle a knock the peddle back up and the brakes release fine until I reapply them again.......Any idears on what is causing this please?........the car hasn't been used for a long time and has been off the road.

Sounds like master cylinder failure. Take no chances, change the master cylinder.

Is the return spring broken? Or come unhooked?

Thanks for the suggestions I will take a look at the spring first before replacing the master cylinder
