Your understanding is correct. They have to be bored to size once installed.
There is no point in trying to do this with any improvised equipment. If you try to do this at home you will end up either with an oversize or misshapen hole that will be no better than the worn bush.
Ideally you would take the axles and the new bushes to a machine shop. They can press the new bushes in then bore them for a precise fit to the journal on the inboard end of the axle.

not bored, but honed, the difference is that honing results in a more accurate round with oil retention, boring will not give you this so will result in increased wear

When I looked at this, unless you've got the equipment to do it, you're better off just buying reconned diff covers.
I think Guessworks had a good price.
