Running Rich Even Though Fully Leaned

I'm currently running twin HS4 and one side is running rich while the other is spot on.
The nut is fully leaned out and it is still running rich. I'm starting to think it is the fuel bowl as it is not as clean as the other and I can also see the slightest bit of fuel at the top gasket.
The carbs have been fully refurbished and the car pulls extremely well. You wouldn't suspect a thing.
Any help would be appreciated!

too much fuel pressure?
different needles? which are?
engine spec?
air leak?

I can't see it being the needle type. The other carb is at a relatively good tune, with a good spark plug colour. But I'll have a look to see if the needles are odd.
I'll have a good look tomorrow. It's given me something to go on besides the fuel chamber float which I thought.

Could be float chamber needle on one side not sealing properly, this would overfuel.
If you don't already have an in-line fuel filter fitted just before the carbs I would recommend adding one. You will be surprised how much rubbish it collects.

You just pretty much summed up what I'm thinking, and hoping what it is. I actually had an issue with fuel spilling out of the other carb float chamber but after a quick clean its now fine. I'm just hoping its the same with the other one now. I did notice very slight fuel residue at the top gasket of the float chamber so it does point towards that.

So I took the float chamber lid off and checked to see if it was shutting off the fuel by blowing through it, which it was. After a 10 minute drive shes still running rich. I'm currently stumped here, I'm going to disassemble that carb and give it a clean and see if that solves it. Could it be the needle not centered?
Any other help would be greatly appreciated!

Dont they have a wax stat. If so could that be an issue if one fails?

I recently bought a colour tune and got them both blue with only 3 flats or so to spare on the one side. I'm going on a good run next week so I'll see the condition of the plugs then.
They are not the wax stat type and the needle is centred properly as I checked a few days ago. But thanks for your help. Hopefully she's fine now!
