Front Wheel Bearing Outer Seal Position

Just about to change the above on my lad's Mini and I appar to have an anomaly on my hands.
The outer face of the current outer seal sits flush with the edge of the hub but the Haynes manual says that the new seal should be tapped "fully home".
If I do tap it home then the outer face of the seal will be below the edge of the hub.
I'm inclined to only tap the seal in until it is level with the outside of the hub but would appreciate any advice.
