This will most likely be adjustment.

 

Reading your description of the issue with the rear brakes locking up is like deja vu to me, after I had the exact same issues with my front drums after a rebuild. The adjustment really is totally critical! When others say a small adjustment it really is an inconceivably small amount of movement on the adjusters make the difference from working brakes to naff brakes.

If you have front twin leading shoe drum brakes and turn the adjusters the wrong way they seem to take up the clearance but are only pushing the shoes sideways and will result in lots of pedal travel. Guess how I know....

From memory (please check in Haynes!) the adjusters need to be turned in the direction of normal wheel rotation on that side, ie left wheel adjusters turn clockwise from the point of view of your spanner, right wheel anticlockwise. Left and right are as driver sees them, looking forwards.

I hope it is just that because the fix is quick, simple, and costs nothing.
