My steering wheel naturally sits at between 1-2o'clock. The car doesn't track, I had a kinked tie bar which was replaced however no other problems could be found, I had the subframe checked and wheel alighnment checked which all seemed ok. The tracking was set.

first things to do as see it the rack is central. carpet up bung out of passenger footwell plug out of rack and drop a 6mm drill bit in to the hole. are the wheel straight ahead? if yes then reposition the steering wheel. if no. get tracking done and then maybe reposition the steering wheel if needed.

I'd say the rack has shifted in the U bolts. No big deal, just check if this has happened (look at where the pinion comes through the toe board, it should be in the middle of that hole), loosen the U-bolt nuts well off (but don't take them off), centre the rack (usually can be done by turning the steering wheel), then tighten the U-bolt nuts evenly.
