What year & model?
Red/white should be from the ignition switch to the solenoid or starter relay, sounds more likely it's an added wire.
Ignition dependent lights exist with the dim/dip relay, but this doesn't sound related. Do your lights work normally with the dash disconnected?

Found a wiring diagram and stand corrected (sort of). The colours are correct, it's actually a red wire with a white stripe (starter is white with red). It should feed off the side light terminal of the light rocker switch (red wire) via a line fuse to supply right side & tail lights along with the dash illum. There's also a red black (via the fusebox) that does the left side, number plate light and feeds the dim dip relay (the big pink one) to tell it when the sidelights are selected. When you turn the ignition on, the relay should add dipped headlights (at reduced brightness, there's a ballast resistor on the bulkhead near the radiator) - the effect is to stop you driving on sidelights only.
Trace the red white and see if it's connected to a working line fuse, right side and dash lights. Sounds like it's escaped from the line fuse, look fro the remnants handing from a red wire.
The rev counter (not its illumination) should share a supply with the wipers, light green/orange wire.
