starting on a 67 cooper, did rear seat belt attachments come on US spec cars only?

UK cars didn't get rear belt mounts until about 1980. I think by then export to the US had stopped.

As stated above, your '67 probably doesn't have the seat belt anchor brackets in the rear. If you're handy with a welder they are available individually and you can weld them in yourself.

 

For reference, lap belts require 3 brackets, static 3 point belts require 5 brackets, and inertia reel 3 point belts require 7 brackets if you are going to do them properly with the reels in the side bins. I have just finished up installing all 7 brackets in my '79 Mini. Let me know if you are interested and I can look through my receipts and get you the part numbers.
