Brake Problems

Hi all, new on here and if I'm posting in the wrong place ''well sorry'' having said that I am almost at the end of a rebuild, having done a complete nut and bolt restoration on a 1983 Mayfair, The problem I have is when bleeding the brakes, (all new master cylinder, splitter valve, brake pipes and slave cylinders)  when I get some pressure in the system the brake pedal will only travel about two inches before coming to an abrubt halt with a solid feel almost like metal on metal and with no softness in the pedal at all. clearly not satisfactory, I have bypassed the splitter valve and the problem persists and I have replaced the master cylinder and had the same result.

Has anyone any idea what the problem is??

Wrong combination of parts like pedal and master cylinder? It seems to me to be purely mechanical.
