Switch Panel Installation

I am in the process of installing my switch panel.  It is retained by the choke and heater control knob nuts.  I have installed them hand-tight.  Access is very restricted, and I have been unable to tighten them using a tool.  Any suggestions as to how to accomplish this task?

it just takes time. or you could try a split socket.

No it also has two l shape (or might be z shape) brackets that slide over threaded rods in the lower dash rail. They're a bugger to get to, the only way I managed it was to lie in the car with my head under the dash and feet resting on parcel shelf (I had no seats in at the time!).

Did you drop the heater down out of the way? That's the only way I could reach mine

Yes, the heater is not installed.  Still very awkward access.
