Why do you want to drill a new hole for the petrol tank? Are we talking about drilling into the tank itself, or just altering the bodywork?

I'm guessing you want to smooth over the petrol filler hole to achieve the 'smooth' look?

If so do as Minivanman says, weld up the hole and get an alloy fuel cell in the boot.

Alloy tank in the boot is a good, tried and tested method.
