Why are there two permanent live wires on the input side of the fuse box?

I've noticed this on all 80's (and more) minis now I'm not electricity expert but can grasp the basics ive looked on wiring diagrams and it seem that one goes back to the ignition switch? Is it piggybacking back the the ignition? Unfused?

You need them.

Fuse before switch.

The fuse box is also used as a junction box. One feeds from the solenoid battery terminal, the other feeds to the light switch (iirc).
