Ive got a 98 mpi cooper and ive been away since christmas so my minis been layed up.
Got back a few days ago and was expecting some problems and ive not been disapointed. She starts up and runs ok to my delight but the clutch pedal is siezed solid > . Is this a result of the plates rusting together?
Any advice as to how i can fix it at home or is it a garage job?
Any advice much appreciated!

try bleeding it bypressing the pedal, that way you will first of all replace the old fluid, and second confirm that it's not the master cylinder or clutch pedal which is stuck. if still stuck remove the slave and inspect.. if the piston is stuck then that's your problem, but after a clean and a fiddle yuo may find the piston will move again, if you can, withdraw the piston and spring from the slave and inspect the bore. If it shows sign of corrosion replace with a new one..
It's very unlikely that the clutch plate is stuck.

Is it stuch with no drive or permanent drive?
No drive: bath the big bolt thing in end of cluch housing in WD40 and get a big screwdriver in and prise out the bolt from housing. Batha and grease some more and press clutch pedal again. Repeat until free. Coppergrease the shaft thereafter
Permanent drive. Check fluid level in master cylinder resvoir and look for leaks at slave.
