Heater Control Cable Problem

After poking around in my Mini today, I found that pulling the heater control cable brings the entire outer barrel with it. I prized back the fascia (second photo) to find a bracket which I assume the outer barrel is supposed to be attached to, but it is not obvious how, with no thread or nuts in sight. 

 

The silver bolt looking part doesn't appear to actually be threaded and just has ridges around it.

 

How do I go about fixing this?

I should also add that movement between the cable and outer barrel is very stiff. Not sure if this is a side effect or a different problem altogether.

there should be a nut on the cable somewhere, drop the heater and follow the cable down from the switch panel, if theres a nut on it pull it up to the body of the heater cable and tighten it (it should be threads, I think they have flats on them to stop it turning) it's a fiddly job.

 

for the stiff movement have a look at the cable mainly in the engine bay and see if the outer liner has split as water can then get in and rusts the cable making it hard to pull. remove the cable end from the heater tap and squirt some oil down it which may help free it.

 

If theres no nut on it then remove the cable from the heater tap and remove the cable, oil, fit cable through the switch panel, add nut and tighten. or get a replacement if it's still stiff.

As alex-95 has said, the cable does rust or oxidise or it could be the heater control valve on the hose sticking. As for the fascia/heater knob, there should be a 3/8" nut and shake proof washer (see 16 & 17 in the link) somewhere on the cable which has come undone. This bolts the cable to the bracket behind the fascia.
