I assume that having been riveted on the original screw holes have been drilled out too large.

 

Short of welding them up and re-drilling, your options are:

  Grille buttons

  Rivnuts and machine screws (M3-M4 ish)

  Back to rivets

in thinking the rubber would stop vibration and help prevent corrosion ???

Good idea! At one time you could buy those in Woolworths as they had some domestic use. I am guessing that they may be found in Screwfix or even B&Q. And of course they do work rather well. I used them on a car once, but have forgotten which and what they were holding. I do remember that it was because I could not find the correct plastic bits. Possibly Mini headlights.

Maybe something like these flat nuts / spire nuts might help?

They were used on many Triumphs over the years for interior trim and take a threaded or self tapping screw of a certain size. Originally meant to clip over the edge of a panel, the return part could be cut off and the nut kept in place behind the locating hole with a touch of PU sealer.

They're also cheap so no big loss if it doesn't work.
