What the biggest size wheel I will be able to fit on my 1991 Cooper WITHOUT having to modify the arches at all,

You have 12" on at the moment mate,
The biggest wheel is you coudl get on is 12" without body mods, however... it depends on the offset of your new wheels, or basically... how much the stick out from under the arches, the wider they are, the more likely they are to catch on the arch on full lock etc. so... you might just get away with 12x6 with shallow offset. (so they hardly stick out.)
