Dash Rebuild

I'm replacing my 83 Mayfair line of sight gauges with the three clock center speedo and I'm having some trouble with the placement. It seems like it sits to deep in the dash. Did the center speedo cars come without an upper dash pad or do I need some kind of spacer?
Any help on this would be much appriciated.

No top dash pad on central speedo minis

Thanks. It's nice to know I'm not totaly crazy and it doesn't look too bad once the sound danpening and trim pieces are in place.
