So, why is it plumbed into the water system? And is it worth it?

the heated manifold was introduced by BL when they separated the manifolds to two the heat is used to help improve the fuel economy by recreating the "hot spot" that was lost as it keeps the fuel atomised better.
It has nothing to do with carb icing. the carbs are insulated from the manifold by a big "plastic" spacer. if it was anything to do with carb iceing where are the water heated twin manifolds?
to deal with carb icing you need to look at getting warm air to the air filter/box which the later standard housings did (even with the heated manifold) or you moved the air intake nozzle to the cold weather position at the same time that you fitted the winter thermostat and changed the oil.
