I've got a '97 mpi and there is no reverse lift up/lock out.  By this i mean you don't need to lift the gearlever up to select reverse.

What is likely to be the problem?

There is a plate on the bottom of the change unit. There is a small "gate" which might be missing on yours

It could be a could of things.

The 'gate' being broken off (as tim said)

The plate being fitted back on upside, down.

The shifter housing needing aligning. If it's cocked over to the right, t will miss the gate. To Align it, loosen the big nut (1/2" UNF, 3/4" AF) on top of the shifter and then hold the body of it over to the left, then re-tighten.

Of, the bottom of the sick being worn off.

Another possibility is that the vertical portion of the bracket (gate) is eroded away. This is caused by ignorance when selecting reverse by continually selecting reverse without lifting the lever first. I have come across this a few times on higher mileage cars.
