If you can find them, a pair of Super-Oscars with 100 watt bulbs are a good option.
A better choice is a pair of PIAA driving lights with 100 watt bulbs. They are truly fantastic.

I also use 100/80w headlights for which up-rated wiring and relays are needed.

I went for 4 of the SIM lamps with quality 100w bulbs. Really bright.
Having never held a set of Cities in my hand, I can only speculate:
The metal on Sims around the mounting seemed a bit thin.
And the method to secure the chrome ring seemed a bit weak.
I have them fitted with lamp steadies and I am happy with them.

For the type of rallying the OP intends to do only 2 additional lights are allowed.
Light performance is thus more important than appearance and you cannot beat the PIAA driving lights with the high power bulbs.

On my road rally car i have had, cheep spots, lightforce 240 xgt, lightforce striker when they changed the rules so the spots have to be below 220mm, and now the piaa.. With the Piaa, i use a fog and a pencil beam, and they are unreal for the money.
For me , i can only use 55w.........................................
I know you can get twin filiment bulbs for them at 135/90w, proper piaa ones, but are pricey...
