Teardrop Mounts - Captive Nut?

We did one side and that nut didn't / wouldn't drop out once the bolt was off, even though it was turning.
Go to do the other side and the upper bolt has rounded off. Think our only option is cut the bolt head off.
Just wondered if that's a good idea or not, if the nut with remaining stub of the bolt will or won't come out?

The nut in question does have a round lip which locates in the hole, explains why it would spin but less inclined to drop out when bolt removed.

No they aren't, don't post advice if you don't know for sure.Is that the one behind the front panel? Top should be captive bottom is a nut and bolt

The top one is captive, but in the front panel and not the mount.
The bottom is a nut and bolt.

Having fitted well over 100 I can assure you the top bolt goes into a captive nut on the front panel.Nothing is captive!

I agree, my 1980 CE and 1993 cars are all like this, captive nut in the front panel for the small hole on the teardrop
