Is the glass size different for fixed and opening rear quarter window?
At some stage in the past both fixed rear quarter windows have been replaced probably due to being smashed - both have the tell-tale wrong registration numbers etched in. I'm planning to renew the rubber seals and etch-out the wrong reg numbers, but currently one of the windows is easy to move in the body frame, i.e. the rubber and glass can be moved a few mm forwards and backwards, up and down. Is it possible this is the glass from an opening version? Car is a 1998 JDM Cooper.

Alternatively, is it possible to convert from fixed to opening rear quarter windows?

You can convert. Just need a pair of opening ones and new seals. I converted a ‘85 mini city to opening and found holes already there to receive hinge and latch fixings. Assume it was a factory standard thing.

Apparently the opening ones can let water in.
Just something to consider

Yes the glass is a different size. If its out of the stainless steel frame the glass can be identified by its relieved sections for the hinges and latch.

I'll pop the glass out and check, it does seem odd that the whole assembly can move around because my experience with the rear quarter windows has always been that they're a tight fit. Tempted to swap to opening windows though, every Mini I've had has had the fixed version!
