sounds like you have a live trigger wire. so could be a stalk switch issue.

Mini city 1991
My wipers will not stop at all.
When I turn the stalk to off position they are still going.
I have replaced the wiper motor and park switch
When I press the button in on the park switch they stop
Any advice will be greatly appreciated it’s really frustrating me
Thanks guys

Could be the wiper stalk Itself at fault.

As cookie has said, pull the cowling off the steering (should be three screws) and have a look at the contacts.

Update
I got a new park switch which I found in my garage. Stripped down the motor, made sure the park switch was inserted correctly
I also rewired from park switch block to loom
It worked properly once then went back to wipers not stopping. I’m stumped now

You have the opposite issue I have - my wipers won’t turn ON. Also a 91 - maybe our wipers were haunted that year. :)

I've had this on Betty (most memorably in Germany on the IJ between Spa & Nurburgring) and have never satisfatorily explained it.

New motor, new switch, new stalk, still occasionally does it !
The only way I've found to stop it is to unplug the stalk unde the column...

Maybe it never rained in 1991
