Lights Not Working

My dipped beam and full beam constant switches are not turning on their corresponding bulbs. The side lights and full beam when pulled towards you work. I have tested between the bullet connectors on the front and the connectors below the steering wheel that plug into the indicator stalks with a multimeter and it is continuous. I have also switched the front bullet connectors from the side lights with the dipped beam and the bulbs light up so the bulbs clearly work. I have tested the light switch on the central panel and it seems to work correctly. Based on the wiring diagram in my Haynes manual it seems to me that the only thing it could be is the stalks as the power feed to the side lights and dipped beam is the same up to that point however if anyone could give any input before I buy a replacement that would be greatly appreciated. I have tried poking around in the stalks having removed them from the steering column now however I am unable to trace through the connectors etc. or revive it by cleaning up the connectors. Not sure if it's possible to fix this if it's the problem instead of replacing it but obviously that would be preferable.

Not sure if it matters but it's a 1979 mini 850 super de luxe
