Is it possible to remove the u bolts without lowering the subframe?

No you need to lower the subframe, if the nuts are tight it will be OK, I have run minis for 10 years and don't fit new friction strips.
Callum all because you have run them like that for ten years does not make it right. OP they are there for a reason.
But even with a engine free bay it’s nearly impossible to change them. So dropping the subbie by a few inches is the way fwd.

Yes I understand they are there for a reason. Just pointing out that I don't use them if they ain't fitted, it hasn't caused any issues for me...Callum all because you have run them like that for ten years does not make it right. They are cheap enough to buy or make from a vinyl.
The subframe will need lowered by a few inches for clearance

I seem have a little bit of movement when say looking down by manifold , whilst turning the steering wheel

ok thanks, I guessed that would be the case.

Try tightening the 4 U bolt nuts slightly, if that works, personally I'd leave it until the rack needs changed BUT check the nuts are tight once a month

So the casing is made from Aluminium. You are using a steel clamp and clamping Aluminium against a steel seat. With the friction strip it will clamp at a lower torque to prevent damaging the body of the rack.
Called an anti friction strip this plain looking (plastic) piece of strip is used on all mini steering racks between the U bolt and the rack probably because the U bolt is hard steel and the rack is softer rough cast alloy.
