The long and short of it is that Vnuk was started because a farmer in, I think, Romania injured someone with his uninsured farm yard vehicle which he only used on his private property. The injured party sued and a judge ruled his vehicle should have been insured. The farmer was called Vnuk. 

 

I for one hope it will never be enforced and thankfully have never heard of any plans of it being enforced here either. If it ever did the FEHAC (the Federation of historic automobile clubs in NL) would start quite a few lawsuits pretty instantly as it would affect anyone who has a project car.

This applies to any vehicle, doesn't it. What if you run someone over with your push-bike - like my brother did when he was a teenager. The lady being run over and seriously injured sued him and he had to pay 100,000 Austrian Schillings then (that's approx. what a new small car cost then) - if my dad hadn't got  private liability insurance we would have been properly fcuked.
So when you run your race car, tractor or whatever on private grounds you better have private liability insurance - just in case.
