What Is This Pipe? - See Pic

Yes, It doesn't only let fuel out if it floods - it lets air in to equalise pressure in the float chamber. If it didn't fuel being sucked through to the engine would create a partial vacuum that stop the fuel flow.

Oh right, so it should be open at the bottom of the engine end then?
