Is it possible to put a 12g295 head on a 850 block? Flat top pistons if so what level of skimming would need to be done?

How much you need to skim off depends what compression ratio are you aiming for?
This can only be done correctly through measurements and calculation and is not something you can guess at if you want to get it right.
Though being such a small displacement engine and the 295 having such large chambers as standard it’s going to require a substantial amount removing to get anything suitable.

850s normally have 2cc dished pistons. Are yours flat?
