How Can I Stop The Indicator End Rotating?

How can I stop the indicator end rotating on the stalk?  I assume that it should be fixed?  Mine rotates!

It needs to push in for the horn to function so glue maybe not the best solution.

My new one is doing the same, it's only been on the car less than a year and hardly had much use in that time. It's somewhat disappointing.

While the outer of the button does push in for the horn, there is an inner that holds it to the stalk. It's next to impossible to see. If you carefully pull the button out, you may need to remove the assembly to do that so you can feed the Horn Wire up the stalk, then put a drop of Superglue (just a small drop) on the stalk, then line up and refit the button, that should hold it for a while.
