So I've had some issues with timing. I've done it roughly by turning the dizzy till it pinks and then turning it back till it doesn't and making sure no pinking is there when revving (at stand still).
Once I take it out in the road the car is very slow, doesn't pick up under acceleration. Its 1275 from a metro. If I advance the timing where it pinks the car can be very quick but then has the horrible pinking sound which obviously is no good.
Because I have a 59D electronic dizzy I'm not sure how to check the vacuum advanced is working when blowing as it's a sealed unit as I'm guessing this may be at fault?
Any help would be appreciated.

The vacuum advance works when sucked.Put your timing light on with it disconnected and keeping it on then reconnect it and it should advance. You probably will not have enough load to provoke pinking when just revving. Is the mechanical advance working? is the curve wrong for your motor? Is the carb takeoff in the correct place for your dissy?Just some food for thought.Have fun,Steve..

I would say you have more of a mixture issue than a timming issue.. get a trusted mot garage to gas test it. Tweak as required.
Does it pick up any whilst driving when you have the choke pulled out?

Measure the advance curve and post back the details using a timing light.
